With the rising educational costs, service providers are constantly searching for additional financial aid to assist their students with their educational funding. Region 1 WORKFORCE West Virginia Career Centers offers another financial aid source through our Individual Training Accounts (ITA) Scholarships for your students.

How do I become an approved service provider for WIA funding in Region 1? Back to top

Each year around October, service providers must submit an on-line application through our statewide WORKFORCE West Virginia data system called MACC which can be accessed at www.workforcewv.org . Each program in which the provider wants WIA approval must be submitted. Some of the information required for each program includes a description of the program, length, costs, and performance numbers. Once submitted, each of the seven (7) Regions in West Virginia will have the option of approving or dening the programs according to their guidelines. The State also will look at the assurances submitted and verify the information. The programs must be approved by at least one Region and the State before being put on the State Approved List. How will I know that my program(s) is approved? Back to top

You will be able to follow the approval process by logging on to the MACC. Also, you will receive an email, if provided in your contact inforamtion, when an action is taken on your programs.

When submitting your on-line application, you will be asked to provide contact information. This should be the person responsible for maintaining and submitting your programs. An email address is essential in order to receive information concerning the approval process.

Once your program is approved by Region 1 and placed on the statewide approved list, our WIA participants may have the option of choosing your program for referral. In doing so, the participant will be eligible for WIA funding assistance up to 30 months and/or up to our maximum funding amount of $8000.00.

WIA elilgible participants will be given a copy of the approved training programs and Region 1 demand occupation list by our case manager. Once the participant has chosen a program, a Region 1 Scholarship / Individual Training Account (ITA) will be issued. The participant will take the ITA to an approved provider of their choice. The provider will complete the ITA and submit to the Region 1 Workforce Investment Board for final approval.

How will the service provider be reimbursed for tuition expenses? Back to top

Once approved, a copy of the ITA will be sent to the provider indicating the amount of approval along with an enrollment verification memo. The provider verifies the participant is enrolled and attending classes by signing and returning the memo. No payments will be issued until attandance is verified. Payments to the provider will be issued according to our ITA Policy.

When verification of enrollment/attandance is received, the first 25% of costs shown on the ITA will be issued. The provider is required to invoice for the next 25% at midpoint and the final 50% upon substantial completion or withdrawal from the referred program by submitting a closeout.

Yes, participants are eligible for support services up to the maximum WIA funding allowed which also includes the costs of tuition, books, fees, etc. A supportive service timesheet must be submitted for payment.

Upon completion or withdrawal, a closeout must be submitted to the Region 1 Workforce Investment Board. A copy of the participants certificate/transcript must be included with the closeout.

Region 1 has contracted with an accounting firm to monitor all service providers' who have or had WIA participants attending their school during the previous program year. They will be verifing costs submitted for payment, participants attendance records, and required documentation in participants files just to name a few.
